Documents Overseas Employers Need to Recruit Workers from Pakistan

Documents Overseas Employers Need to Recruit Workers from Pakistan

An overseas employer preparing to recruit from Pakistan usually coordinates two sets of paperwork: the Pakistan-side documents an Overseas Employment Promoter (OEP) submits for a demand, and the employer records required by the destination country. The lists are related, but not interchangeable.

This guide explains the documented OEP route and the information an employer can prepare early. Exact requirements depend on recruitment route and destination. Confirm the current checklist with the licensed OEP and responsible authority before signing or submitting documents.

Confirm the recruitment route first

Pakistan-side processing can involve a licensed OEP or direct employment. The steps below focus on an employer working through an OEP. Government emigration guidance describes the routes, and the BE&OE active OEP directory helps employers check promoter status. Confirm the route before preparing attestations because an OEP file and direct-employment file may differ.

Documents used for an OEP demand file

BE&OE’s published Procedure for Overseas Employment describes an OEP application to the Protector of Emigrants. For that route, the procedure identifies these core items:

  • Demand letter. It records worker categories and numbers, service terms, and qualifications or experience where required.
  • Power of attorney (POA). It authorizes the OEP to act for the employer. The procedure allows the POA and demand letter to be combined if properly attested.
  • Attestation. The procedure lists attestation by the Pakistani mission in the country of employment, that country’s foreign-affairs authority, or that country’s mission in Pakistan. Follow the applicable route and current mission instructions.
  • Visa or labour approval evidence, when available. The OEP file includes a verified visa slip or labour approval. The procedure also describes an OEP undertaking route when approval is not yet available; the OEP remains responsible for its undertaking.

These are OEP-route filing items described by the procedure. The OEP handles the application; the employer supplies accurate, authorized documents and any destination records required for the route.

Make the demand letter specific enough to recruit against

Prepare a separate line for every distinct occupation instead of combining jobs under a broad label. For each category, state job title, headcount, service terms, and qualifications or experience where applicable.

Include agreed pay, working arrangements, benefits, and allowances in the demand or supporting schedule when relevant to the destination and employment terms. Keep details consistent with the employer’s offer and later worker-specific agreement. If roles have different terms, show them separately so sourcing can follow the right profile.

Qureshi’s public visa-demand listings distinguish job titles and openings, with other role details shown where available. That is a practical model for an employer’s schedule: each position should have a clear title, count, and applicable terms.

Employer information to prepare before contacting an OEP

Not every item below is a universal Pakistan-side legal requirement. These details help the OEP confirm who is authorizing the demand and what the employer needs to fill. A destination authority may request some as formal supporting documents.

  • The employer’s exact registered name and business contact details.
  • The authorized signatory’s name and evidence of authority to sign the demand and POA.
  • A job-by-job schedule with title, category, headcount, work location, and qualification or experience requirements.
  • Agreed service terms, including pay and benefits that apply to each role.
  • Company registration, commercial registration, employer identity, or work-permit records requested by the destination authority.
  • The status of visa, work-permit, or labour approval so the OEP can identify the available filing route.

Share source documents and required translations or attestations with the OEP early. Do not assume a document accepted for one country, employer entity, or job category will satisfy another route.

Keep destination-country paperwork separate

Country-specific employer papers depend on destination. For example, an official Oman job-demand attestation FAQ lists a demand letter and POA attested through Oman’s Ministry of Foreign Affairs, together with work-permit approval and employer identification records for that procedure. This is an Oman example, not a universal checklist for recruiting from Pakistan.

Ask the destination authority or Pakistani mission which forms, attestations, translations, and company records apply. The Oman FAQ illustrates why an employer should confirm the route instead of reusing another country’s list.

A practical employer checklist

  • Required for the OEP route: prepare an attested demand letter and POA, separately or combined where valid; state job categories, numbers, and service terms described in the BE&OE procedure.
  • Commonly useful preparation: confirm the employer entity and authorized signatory, then provide one schedule for every role, headcount, qualification, and applicable pay or benefit term.
  • Case-dependent: confirm visa or labour-approval evidence, any OEP undertaking route, destination-specific company papers, translation rules, and the attestation path.
  • Before sourcing starts: check that the demand letter, POA, employer offer, and job schedule use the same titles, numbers, and terms.

Read the current BE&OE procedure and Emigration Rules, then confirm destination-specific steps with the responsible authority.

How Qureshi’s published process fits

Qureshi’s published recruitment process starts with employer demand and outlines sourcing, candidate assessment, document coordination, and deployment stages. Its manpower recruitment service, services overview, and OEP licence information provide relevant company context.

To discuss a requirement, prepare the role-by-role schedule and note which destination approvals are available. Qureshi can then confirm the documents needed for that employer and route before the OEP file proceeds.

Official sources

Government procedures and destination instructions can change. Confirm current requirements with the responsible authority and the OEP handling the employer’s file.
